I downloaded the free zip program from the zip site. When I download the actual UI mod I get three files, one that shows the hot bars, the other instructions and lastly a page of wording.
Then I use the trial version of the zip program and it puts those three files into what looks to be a zip program. From there I can't seem to open the file.|TG-9th| TheFatKidDeath

From this it sounds like your downloading the file and then zipping it together.
Download the mod zip file. Extract the files to someplace easy to find then follow the mod instructions.
I looked at the instructions and once you have the 3 files take BottomBar.xml file and copy it to the Age of Conan\cd_image\Gui\Customized\Views\HUD directory.

I WOULD ADVISE BEFORE COPYING THE NEW FILE TO RENAME THE ORIGINAL BottomBar.xml FILE IN THE FOLDER TO SOMETHING LIKE Original BottomBar.xml.

This way if/when you want to remove the mod you still have the original file around.

I got the Mirage UI and I have to say I love it. I'm running the basic 3 line version. I had to run a custom GUI updater after I got it (to update component numbers to newest patch), other than that I had no problems. It also does a number of small things which are really nice (different group bar, smaller fonts etc.).
