I'm sure they'll do something if someone is out of your level range. Like if your 20 and the ganker is 30. I bet he wont get any pvp experiance.
When im in the pvp mini games and i kill som1 i see that xp tick avove his head. Is that leveling xp? if so, than thats another thing to your make you look on the bright side. You'll get a little extra xp while questing.
