Lag spikes

I realised my hard drive was on its way out so I had to reinstall windows, so I've reinstalled windows and everything and any game I join about after 30 seconds I get lag spikes, I don't understand why, although, I did have to move my whole steam folder which might have done something, I'm not sure, can anyone help?

Welcome to TG!

I have heard that people have had problems by moving their Steam stuff around, so I'd reinstall Steam and redownload everything first. But there's so many other things that it could be, too...
