Just to quote an excerpt from the wiki article above that Wimpinator is citing:

"Any Irregular who believes that he knows of a member who has demonstrated behaviour consistent with our mission should send a PM to any of the Irregulars officers with his reasons why the nomination should be considered."

Those of us in the Irregular's Officer Corp (Wimpinator, Blonov, Axis, Sajier, Sam, TychoCelchuuu, Goat) are on the lookout for Irregs that show behaviour consistent with our mission statement, but we don't see all...

So don't hesitate to PM any of the officers if you do see another Irreg that deserves to be decorated!
