Charlie?
I posted in the mission submission thread to have my mission uploaded to Charlie. But Charlie's never online. What am I supposed to do?

Best thing to do is find an active admin to get it started up for you. Normally there's one of them online up in the Admin channel. I also am able to find Socom down in the World of Tanks channel or down in the IHS channels most of the time.
