Are you running the right executable? ArmA/ArmA.exe is incorrect; ArmA/beta/ArmA.exe is correct.

Start in folder would be:
C:\Program Files\Atari\ArmA

Yeah, put them in EXACTLY the same place, and change -mod=beta to -mod=beta;mod1;mod2;...;modn.
