Briefing Problem: Run and Hide NO MODS

I cannot get the RACS (Iraqi Police) mission briefing to display? The Blufor notes come up but no notes for the iraqi's.
Here is the section from the briefing ext, any ideas as why not?

Those Western swine have entered our town for the last time! We just spotted an American M113 vehicle seems to have hit one of our glorious mines!

Is this from using ArmA Edit?
It looks right to me after quickly making a test briefing with ArmA Edit. Although, it puts the gameplay notes section after the plan.

According to it, you need:

Never made a briefing for Independent before though ..

Yeah, looks like it should be "plan.guerrila" instead of "plan.independent". I updated ArmA Edit and it produces the "plan.guerrila" briefing.
If that doesn't work, I'd double-check that you're not using some old briefing. Maybe you were testing from the editor then exported to SP or MP for testing and the briefing didn't get exported.
