This is far from true, a lot of music sucked back then too. Even today, I am occasionally surprised by a newer song or band that manages to break up the plethora of crap on the dial.

The thing you have to understand about electronica (not techno you pedant!), is that almost all of the appeal is from watching people who don't actually have any musical talent or anything special, make music. Sort of like the Sex Pistols.
Daft Punk is a pair of French dudes with robot helmets making beeping noises (and during live performances, mixing tracks filled with beeping noises).
Justice is another pair of French dudes with leather jackets that just turn down the bitrate on every sample, ever. It is so simple that a child could do it (although a child could not wear a leather jacket so well).
Venetian Snares is a crazy Canadian dude that I would seriously run away from if I met him on the sidewalk because he is batsh** crazy but he makes music like this (see below) and wow that's pretty rad that someone so terribly frightening also makes terribly frightening rave music!

The album I've been listening to most recently is "King James Version" by "Harvey Danger". They are amazing. You can find it on spotify if you have it, or you could get their last released album for free at their website www.harveydanger.com.
