A small terrorist organization has snuck a 10 kt nuclear device into the center of Fallujah. This organization has made public threats on their intent. They have take two Western civilians hostage, Dr. Richard Astlburg and the reporter Hess Quire. The terrorist organization has demanded a sum of 8,000,000,000 USD($) as well as a method of transport out of the city. They have threatened that if their demands are not achieved within an hour, they will detonate the nuke. The estimated damage of the device will reach out to an estimated four miles, not counting the effects of the fallout afterwards.

The city has been evacuated as best as possible of civilians and the local military authorities have set up a perimeter around the terrorists. The perimeter is outlined on your map by a box of diagonal lines. Should they try to make a run for it, they will be intercepted and killed. Due to the nature of the nuclear device in their possession as well as the fact that there are two civilians in the area, Blufor cannot perform a tactical air strike on the location.
