I ran our squad last night as SpecOps for three reasons.
1- The scope on my rifle let me look around and tell people where enemies were while we assaulted a base.
2- Increased run speed and stamina let me get to a vantage point quickly.
3- Lighter armor forced me to stay out of the "Rambo" mode and hang back to direct traffic and be a spawn point.
I know the argument about going up against tanks has been thrown out there, and here's my counter to that. Several times while my squad ran in to take a base, a tank would roll up on them mid-fight. Since the tank was focussed on them AND I was out of the actual combat, I was free to dash in, plant c4, dash out and blow the thing without even being noticed.
Personally, I think that either a sniper or a support class would be best for the SL position. Sniper gives a good view of the playing field and can direct traffic, but he's going to be in weird positions sometimes and spawning next to him will be bad. Support will be able to provide ammo and lots of cover fire, but he can't move very fast (SL absolutely needs to be mobile) and can't see very well. It's a toss up between the two, and since I suck at both jobs, I combine some of the best traits of both as SpecOps.
