Ya sorry guys, that was my fault. I tested it locally and it worked fine. When it was put on a server, it failed. This tells me the the client is looking inside server.zip to figure out what the map should look like, so we likely can't change it without a client mod.
Yes Tempus, I re-tested on my home server and it behaved the same way.

The worst part was that I was standing there in that base, doing nothing to help the MEC team defend, because I was too busy trying to figure out why it wasn't working right.
