That is a really good question. If you think about a shotgun pattern, you get a lot of pellets flying through the air spread out kind of like a net. While with a HEAP round, it is more like a stick of dynomite and just blows up whereever it lands.
So in a situation where things are more open, you might want to cast that net instead of having to try and hit a spot on the ground. Or if you had several players in the open at slightly different ranges, again you would want to cast the net.
Where things are less open and more cluttered, using the HEAP round is the best action to take. Firing into a building, firing behind a wall, etc. These are especially effective when you do not have a clear line of sight and you want to flush people out.
