On the TG server we had rules against firing into or engaging a UCB. Since there were no commander assets in the UCB, it wasn't much of an issue. The only time that firing into a UCB was permissable was if the mobile artillery was active inside the UCB and firing out.
In addition to that, I modified each of the maps and added what I called 'death bubbles' around each UCB that caused damage much like they are doing in PoE2. I had it modified based on the vehicle the enemy was in, so jets could get in and take out any mobile artillery, SAM sites or MLRS without taking damage. Infantry took minimal damage but couldn't make it all the way into the UCB alive. Tanks and other land vehicles took very rapid damage. I think I still have those customized maps around here somewhere too!
