Yea man you've got a process running on your normal boot thats causing you problems. If it is a clean install it's probably one of the AV programs you've installed. I would seriously consider uninstalling them and just downloading hijack this, in addition to keeping your PC up to date.
AV programs are usually just a headache.
This is assuming you are the only person using your PC and or you trust everyone else using your PC.

I know this is going to sound far out, but do a scan of your memory sticks to make sure it is not bad. A mad memory chip will give off false errors such as stating that a file is corrupt or unable to find cab files. You can use the free one off the Microsoft web site. This is probably why it is not working for you (although I hope that's not the case). Good luck.

Guessed you missed the second page.
If you want a virus scanner try AVG Free, it is obviously free, and doesn't hog all the system resources. The interface is pretty ugly, but it does it's job well.

That's a good lead. There may also be some kind of HD driver problem. The fact that Safe Mode worked really points to a messed up driver or crazy software, or even a virus.
