I would try going to:

C:\Documents and Settings\...\My Documents\Battlefield 2\mods\bf2\cache

and deleting all the folders in here. If your using the same account for different mods then the graphics from the separate mods maybe clashing with each other. You will have to optimize shaders when you next load a map and if it works also have to delete these folders every time you play a different mod.

I like to clear out my cache folder from time to time and it always seems to be less glitchy afterwards.
I assume the separate folders BF2 makes inside the cache folder are for each profile you have so the idea of using a separate account for each mod would save you having to delete them all the time.

well i saw this on the PR forums, so i assume that it works. I didn't try for myself, however i did do a disc defrag and i had it pretty bad shape, so that might of been it. Also i increased my virtual memory.

Last night on quinlin 64 this exact thing happened. (the rubber-banding and such)

I've played the map on other servers and never had this issue, but last night was my first time playing it here (usually only the 32p version is running on this server) and it was some bad lag, to put it nicely. Then again, I noticed the Brits using the Merlin which is reknown for causing lag. Can we try and server-side mod that off the map and see if the lag is fixed?

We can't mess with any settings, the PR devs don't want server admins to change them. Regarding the Merlin, it should only mess with people inside the Merlin, not the entire server. I for one have never had lag problems with it, while many people do.
