If you kill the guy who planted it, his kit disappears 30 secs later. Is there any further effect possible after that?

Well, there are the things when hes hundreds of meters away from c4, and then his team mates tell him when to blow it

If c4 is detonated with electricity, just get a medic to run up and shock the crap out of it. Tanks cant respawn as fast as medics. Nor are they as expendable

Maximum respawn time for a player is 3 mins if penalised. Some tanks of qinling respawn in 3 mins only :O
