The Commander is in charge of everything. The CO has the ability to assign and re-assign assets to squads, to keep helicopters grounded, to modify initial squad roles etc....That is why sometimes you see me typing that all helo's are grounded to the team i am on because many times the SL doesn't pass on the information to his squad-mates.

The commander is just that, he commands the battle. No one is higher up in the chain of command than him in PR, he is allowed to order anything he wants (as long as it falls within the rules). The commander's goal is to win, it doesn't matter how he does it. If that means grounding helos or keeping tanks at base, so be it.
