From what I understand of the rule that is the admin's discretion if the player can drive across the map in certain cases to find a gunner. I don't mind when people do it close to the main or in friendly territory but please don't go through enemies or possible enemies to get a gunner.

Fools road last night, tank drove all the way to around 120 meters away from Cechin main to pick up his gunner when both spandrels were up and running around... xD

Again, there isn't a rule specifically against one-manning, but there is a realism rule, which allows the admins flexibility to make the judgment calls necessary to correctly handle these type of situations.
What is being asked for is essentially a ruling against pure stupidity: Driving a defenseless tank all the way across the map with the tank's mortal enemies about. This is a case of poor judgment and selfishness on the tank crew's part. It comes down to a choice of administering the server to keep trouble away or administering the server where the admins basically control the actions of all the players. If common sense was common, we would only need admins to restart the server every couple maps cause of the squad bug (again).
Relatedly, if I'm in a 2-man locked squad for a 2-man vehicle and the other person gets disconnected/kicked for SM, what would be a reasonable time to wait for them to return before opening the squad up to volunteers (assuming they haven't said on TS/Mumble that they are returning as soon as possible)?

Reasonable would be 10 minutes or so if they are waiting for a spot to open up. If you announce that is what happened and there's room for new squads you probably have about 30 minutes or in reality since your intentions were stated and the admins most likely won't be checking up on you.

WHat'sthe rules on kicking people from your squad then whilst having only 1 man in it?
If I lose my gunner I will advise those who join I'm waiting for my gunner and request they elave, if they dont and other squads areavailable I will kick them. How ever if somebody has a crew available to take the asset I will let them

There isn't a rule on this. The rule is simply that we do not allow one-man locked squads. There is nothing in that rule that suggest a minimum or maximum amount of time that one may exist or any of the circumstances as to why it does exist, simply that it is not to exist. If anyone asks a one-man squad to be unlocked then it is expected that it will be unlocked. If an admin asks that it be unlocked then it will be unlocked, either by the player or by the admin when he removes the player from the server.

Does this also cover locking a squad immediately upon map load to send out invites or just once the game has started?
note: My comment above was more of an in practice answer as opposed to a rules based one since he asked about reasonable. Obviously if the admin tells you to unlock you should do so immediately although in general I've always seen a small bit of leeway for attempting to comply with the rules even if it takes a few minutes.
