COs are not valid targets unless they are actively engaging enemy troops and/or repairing assets.

The enemy commander should be considered an asset, how else can you stop all his harassment on your team with 1 bullet? Its a mission to get back to their uncap, and its an enemy spawn point so theres guys to sneak around.
Commander Assets: stationary defenseless targets you blow up with explosives. Value: Partial, 1 commander tool destroyed, a few more to go.
Commander (person): stationary defenseless target that hides himself, unless he's not commanding, or a very good commander. Value: Huge, all commander tools halted temporarily. Much more difficult to kill (a second time) then the tools, yet far more rewarding as it halts him commanding till he kills you or finds a hidden spot where he can command again.

I dont agree with it for gameplay reasons but if you wanted a real life simile then isnt there some sort of un treaty against assassination of hostile country's leaders.

We want commanders to be commanding, not fending off attacks from people looking for easy kills.

This was discussed by the admin team and the rule is as stated above:

COs are not valid targets while in the UCB unless they are actively engaging enemy troops (within the UCB) and/or repairing assets.
