I usually create a new layer
Select all (ctrl+a)
Fill with color I want my border to be (alt+backspace)
Without deselecting, go to Select > Modify > Contract > Contract by 1px (most often used), then delete.

Better, but it's still squashed.
Instead of shrinking it vertically to make it fit, just re-size the entire render.

When I did the "Still-have-it-the-same-proportion-shift+drag-on-the-corner" thing, it was too small.. I had to drag it horizontally..
