Hey, just out of curiosity since i'm still pretty new to TG, do you have to play with these people to get the ribbons or do random TG members give them out or something? (like a bf admin)? But just merely out of curiosity.

Ribbons are handed out on a nomination/approval basis.

Anyone can nominate anyone else for a ribbon, be it for actions during a regular round or druing a Scrim. There are also ribbons for non combat duties as well. (You can find more about how to submit a nomination and the different ribbons here.)
