Maybe they captured it and want to keep it.

I realize that, but I was just pointing out that many don't know the difference.
As for the walker going into water, how deep can it go before dying?

To its torso I believe. The depth of the water on Tunis Harbor seems to be the limit.

If you want to test the walker, just go out past the harbor on Wake Island.
It's been a while since I did it, but I think if you see water in your viewscreen you're about to die...
We tried to take the APC across the harbor with 2 engys riding on top repairing, but it didn't work.

In order to counteract the acid-like water, you'd need like 6 engineers.

The hover devices probably need some kind of solid surface to push off on, hence the inability to hover over water.
I do agree about the PAC APC. It definitely looks like amphibious.
EDIT: Where did you get the 11 ton figure for the walkers?

Well, I remember I discussed it with some people and the walkers are similar to the Mechs in Mech Warrior. But the mechs in that game are 30-100 tons. The walkers are smaller, less armored and armed, have fewer components, and overall just seem lighter. But that is my opinion.
Also, the victory art for EU sometimes shows PAC guys instead. I've noticed that in the Northern Strike maps.
