The deviation is simple. The closer you are to the material the worse it will get.
Shooting people on lower floor on central camp from upstairs often takes a full clip. Shooting people above from below you usually have a really good chance of killing them.
So... the closer YOU are to the fence the worse your chances get to hit anything. The closer your opponent is to it the better they get.
Obviously weapons with alot of bullets are best for trying to shoot people thru fences. But there is no difference in the penetration between different weapons.

Hmmm hard to say.... maybe a pony Transport capable of deploying Rainbow Ponies that can cloak and break thru the enemy lines?
If I should mod something serious IŽd modify the Northern Strike vehicles. The Goliath should have TV missiles and the Speeder should be able to lose Motion Mines

Can you explain how the hubs (med & ammo) work in terms of 'reloading' them?

I was under the impression that you can hold 2 full medic hubs in the inventory at one time. If you throw down one hub, and the 2nd one isn't fully charged, you have to wait for it. If you have both fully charged (it looks like 1(1) ) then you'll be able to hold a second one immediately after that.

On the subject of medic hubs, what is the purpose of throwing a medic hub onto a downed teammate before reviving? I see it a lot and don't understand why people do it.

On a related note, don't throw down your med hubs in an orbital. This may have been covered before, but I still see people do it (and sometimes I forget also.
)
If you do throw down your hub, expect pain, suffering, and agony, because that hub will be destroyed in the blast!
