There is very much a need, your graphics are broken
what low settings should look like
you need to reinstall your drivers or something but either way something is broken and that is why you get even worse game play

Indeed, I'm currently playing CoD4 on PS3 (teamwork eh  ) to satisfy my FPS cravings, so I'm not even playing at all at the moment. I'll try update my drivers, but even with fine graphics before it was still pretty unplayable. New PC (and probably faster Internet too) is the only real solution.

Biggest difference:
Krylov fires 900 RPM
Scar fires 600 RPM
Scar does a bit more damage which doesn´t nearly compensate the ROF. Krylove >>>> Scar any day and everywhere.
