ya fraps will force down anything to its recording fram rate. Only if your recording frame rate is UNDER the frame rate you set in fraps lowering any settings will help.
Thus if you want a fluid gameplay you have to set the fraps FPS up to around 40 or even 50. This will make the files recorded bigger tho and also put more preasure on your hard drive. So if your HD is slow it can be a big bottleneck right there

I'll have to try it out. I may be okay, I have the game loaded on a WD velociRaptor and fraps recording to a WD raptor.
