My squads are rarely locked, usually it is only to get the same players back because we get a good grove going. Most of the time my squads are unlocked and I will take anyone that joins.....many times though you must be quick to get in. I always try to invite non-tg players back into my squads.

When I squad lead I usually invite 1 or 2 close friends and then unlock it to fill up with whomever wants to listen to me yell the entire round. The rare occasion that you will see different are when I'm running a gunship squad on an armor map, when the 11th actually has enough members on to make a full squad(rare occasions), and when like Fubar said, we get on a roll. I've found throughout my time in this game that if 6 players have a really good round one round, I'll lock my squad and invite those same 5 players to play the next round. It allows me and others to get to know new people more closely, and it allows you to actually learn the playstyle of your squad throughout the night, and get better as the night progresses.
Whats the Deal with the tiny sig limit?

I see all sorts on the server, locked squads for assets, or to get a couple specific people in and then unlock, or locking when someone gets disconnected to keep his spot for when he comes back. These are all perfectly fine.
Occasionally a squad may be locked and completely fill up from invites, but I think this is just after a particular fun round was had by that squad and they wanted some more fun. As has already been said it is just socialising and TG would be no where near as appealing without that.
Most of the time though I see enough unlocked squads unless there is a lack of willing SLers, and that is simply a different issue. I rarely SL but that's not to say never. Also I must admit I had a 2 man locked squad a few times recently when I wanted a particular friend to be in that, it was for the social reason as well as being able to focus on getting him up to speed on how TG is played. Now either I start an unlocked squad after he gets in or ask another SLer to invite him which they do
Overall I think for those rare times you feel left out the best thing to do is request an invite via TS or typing it in. Most of the time this gets you in but if its already full by then you'll probably be included the next round

Or maybe lead by example, I know it can be tough, but try creating your own squad and leading strategically and with full effect. Although leading with full effect is somewhat impossible, but you know what I mean; being efficient.

Having been on the server for many hours in the past 3-4 days I have noticed TG squads being locked in favor of running a preferred squad. And it is problematic when they stay locked when they don't need to be.
I've seen two rounds of Belgrade (iirc) with a locked APC squad with 4 members.
The APC does have more seats than that.
While I can understand that running a squad with people you know and like and can play well with it does cause problems.
And I also have suggestions on how to remedy it
1. More LearnTG squads - this is how I got into TG (<3 Zhohar).
2. More frequent TGU courses for squad leadership, if possible.
I myself want to learn how to be a squad leader, especially with the current environment on the server. I find myself creating a squad without the real knowledge to run it and would love to pass the TGU for squad leadership (I believe there is one?). I'm sure others probably feel the same way.
This 2 solutions would a. integrate more of the pubbies into the TG way of playing and b. make more squads with strong leadership available for the non-leader-types to join.

To address the APC
Yes it does have more seats but what good are those seats? The side guns are not so good if the APC is doing its job moving around not getting killed. Yes you can get out and repair but its only slightly more effective than 2 people. I find that instead of sitting in a next to useless seat there are more important things to be doing.
Now I will say that in some larger maps it is very possible to have a full APC be effective. A driver and a gunner plus 4 flag cappers, its a recipe for teamwork.Reapator, overlord of ponies

Grr, and I just logged on to play and I get a prime example of this problem:

This is the example we should try to avoid. It locks TG off from the rest of the gamers on the server!
Edit: I don't post the picture to blame people or string people up. This is just an example of what we should be avoiding in my own, personal, opinion.
Edit #2: The "walka" squad is an asset squad and a-ok in my books.

Ok, I think this should be addressed. But there is no reason to name names. The least we can do is protect people's privacy. It's the same in why we do not post the tags we have captured. Let's keep the discussion some what general and very civil, we can work this out.

I would also recommend contacting those people via PMs and ask them for their reasoning. That way privacy is maintained and you will get to know why that person keeps a locked squad

I personally feel that we should just let people play the game they way they want to play it, (provided it doesn't break any rules naturally), if that means four friends that want to play together in a locked squad instead of running around in six so what? Its not against the rules, If you really feel strongly about it, bring it up to an admin for a possible server rule change, don't come here and say "for shame, I don't agree with something you did, therefore you are in the wrong and must change"
If you feel squads should be unlocked and always have six men (or women) then that's great, I will respect your right to go make a squad and do what you want with it, but don't tell others what they should or shouldn't be doing with their squads.

I am not a fan of locked squads as well but at the end i have to agree with specterr...
It´s up to the SL what he does with his squad. If your not fine with that go ahead and open your own squad. If you need any basic advice on SLing go ahead and shoot me a PM i would be glad teaching you what i have learned so far.
