The vanilla TG tag is open to everyone willing to follow the TG rules and uphold them. The TG-(squad number) denotes an In-House Squad and you need to be a supporting member to be able to apply to them.
However the Irregulars ( Tg-Irr) are available regardless if you are a supporting member. I would highly recommend to look them up
