We have come to terms as a group where we want to go with the tactic, but we have to weed out details at this time. Wording and isolated cases and how to handle some unintended cases.
As of now, I can say that prone spamming in the middle of a open area is prohibited. Prone with use of cover (just like jumping into cover) is still a accepted tactic. There are some details that this doesn't cover and I'm/we are aware. We'll get official terms and rule out to you as soon as we can.The soldier formerly known as, Eroak.

I think going prone once when going Toe-to-Toe with someone and taking them out is valid, in close combat a person may intentionally fall to the ground onto their back or dive to the side and roll then pop a few caps into the enemy, as it cannot be done in the game I think a prone would be acceptable?

Well, per the current rules proning is wrong if done in an "unrealistic" manner, just like jumping to avoid fire. Otherwise, it should be fine. I think. And hope.
