See, in real life you might run an enemy over if your vehicle seems like it could take it. I don't know how reinforced the FAVs are supposed to be.

Running someone over, even if you have to change direction, on your way someplace is fine. Running someone over, and then coming back to run someone else over is not allowed.

Is buggy dooming considered okay due to the fact that it usually takes place on maps with lots of FAVs? Otherwise, it seems like using the buggy with the express purpose of killing things. Or is it considered to be being used for transportation from Point A to Point Right Behind A Tank?

I would say that buggy dooming on vehicle maps is fine. You're a roving anti-vehicle squad, and there's a heck of a lot more transportation available.

Using the FAV to ram and destroy other vehciles would not be appropraite. but as the acronym implies, it is a fast attack vehcile. Use it to get a squad somewhere fast to attack something. Having a few guys in the buggy hunting armor is not a bad use of the FAV on maps with armor.
