A SL tries to get a tactical advantage in placing the beacon. He is free to place it or to leave it. If he left the beacon without a guard or if the killed squadmembers do not report the unsecure beacon to the squad and the members a still using it, then it is their fault and i would say the team down their turns a disadvantage of their own to an advantage. Fixed spawnpoints can't be changed by the player and he has the right to get a clue about his positiion, but he can decide to spawn on his SL's beacon or not.

...This is the main reason you will almost never see a beacon placed by a TG leader (there are exceptions and times where they are useful) however for the most part they simply provide the enemy team a game of duck hunt
