Err, it's always been true that if you get one in the head from a sniper you are not revivable. Or at least, I've never been able to revive anyone after they get one to their head.

That's odd, I always see enemies revive people that I get a headshot on. Even when I get the little pin for headshots in a round and I know it was a true headshot.
