I think its actually true with every 'fresh' rifle you get when you spawn in. You are awarded your rifle attachment unlock before your NS ammo unlock so you'll always start with 3 rounds in a 4 round mag. If you reload you'll have 4 rounds again, but the first mag is always 1 shy because it uses the default configuration.

If you pick up a new rifle or switch kits then you're given a fresh rifle again and you lose another round. During the medic training I also noticed it when I just switched from the Shotgun to the AR and back again without firing a shell one would just randomly vanish. However if I reloaded the shotgun and stuck with it I'd keep the 4 rounds. Its a quirky bug and most inconvienent.
