Depending on the hours during which he plays, yes. I've come on the TG server many times and there's not a single TG tag, and I only recognize a few people as regulars on the server. Granted, this circumstance is understandable as it's usually at around like 4am EST.
As for the Rorsche, one thing I love about it is when an vehicle isn't looking at me, when I'm in it. I get a couple of shots off at it, and it starts moving my way. If you stop moving completely, and don't shoot, they'll sometimes go right past you, and you get a free pot shot at the back of it. Because of the shield on the front, the only way to tell the Rorsche is occupied is to spot it and see if it says there's an infantry. I've gotten quite a few kills using that. =)

You gotta aim slightly to the right, actually. Never figured out why it was off like that, but the shot goes to the left of the middle of the cross hair. Maybe because the guns on the right, at an angle, so at distances it crosses over the crosshair. The exact distance at which the crossover happens I've never tested.... but now i'm interested...

Yh, I have that, but I find it impossible to work on anything lower than 800 (the lowest setting) in-game, but I've used 1600 (second highest) the past 5 months while not playing 2142 so that when I come back to it I might be more used to it. The fact my resolution is quite low due to a crappy computer also doesn't help, it gets way too sensitive.

ON that note, I've always thought they should've put the Rorsche's in more prudent locations. Half of them are sitting behind dumpsters and other blindspots, and the other half are in the open. I was always expecting them to be in little niches, or something. Generally the most / only effective ones I see are the ones that are in the trenches on Suez, as they're a tiny bit more defensible...

I like the Rorsche on the Trenches side of OpShingle. Because it's on the top of the cliff like that, it's almost impossible for a walker to dispose of it quickly. Granted it's open to rocket spam, and engie weapons, but so is every other rorsche in the game. Because the walker missiles curve up a bit, it's really hard (if not impossible) to nail Rorsche's that are on top of a hill.
