I have both the rockets and the Herzog unlocked but rarely (if ever) take the former. Having a shotgun at the ready, even if it's not the Clark, can be a real life-saver when you're tasked clearing catwalks, rooms, &c. and I'll often pull it out in lieu of the Voss for precisely that reason.
But it really boils down to one's play style and personal preference. Rocket spamming has always seemed vaguely cowardly to me, and I'm more comfortable in CQC regardless. So if the aforementioned pragmatic reasons weren't enough it's likely that my overall distaste for the unlock would be.

I've always been a fan of the herzog because, like some others, I see the rockets as cheat and easy kills. That's not to say they are ineffective, I just think that anyone can use them and get plenty of kills. I prefer the skill and discipline that the herzog offers. I also finds that it evens the scale between long vs short range with the assault kit. I love to runwith the herzog and I find that I am a better player for it as it encourages precise aim. No spray and pray with a shotgun. I really enjoy playing with the herzog.

I don´t think that going for a few rocket-kills is cheating and is low-skilled.
I don´t see the different between a rocket and a shotgun kill... I mean to clicks and the enemy is dead... It pretends on your play-style what you prefer. but saying " i like shotgun and i got easily killed by rockets so they are low skill "... come on. Should i say a pillum is low-skilled cause i get one-hit-killed from behind with my tank? no.. my fault if i turn my back to the engineer. Same here.. you see the rockets from far away and the enemy is also telling you his former position by firing them.

a kill is a kill is a kill, whether it be arty, rockets, clark, krylov, RDX, or a TK grenade. Little nublet or super pro it doesn't matter; someone is dead and they either respawn in 15 or they get revived but I digress.
I have secretly been working with the herzog to make it viable, for me, and will be unleashing its powers azura (be well out there friend) style soon. Fair warning.

guys...stop posting please. I didn't want to bring about arrogant opinions, all I wanted to do was encourage a different style of play, a more competitive style. I've been running with Davo and Silentscope from swat, the zzz people, SFR, and (:E-G) and they are much more fast paced hence I like using the herzog with them. I still understand and accept rockets as a viable choice but I must say the glitchy herzog does take much more skill to be good with, not there yet but I'm trying. I just like the herzog because the chances a guy gets revived are a lot lower than the chances a rocketed guy gets revived because of the proximity.

Herzog is an invaluable tool for me when I need to spawn in on a SL or flag to defend or capture it. Rockets are good suppression tools but really do not have the same stopping power as the herzog and its useless when the contact is closer than 20m. Its a shotgun for close combat. Duh.

I did not mean to imply that using rockets is cheating. I also did not mean to sound arrogant. I just meant that using the herzog, to me, is more difficult than using rockets. And yes, a kill is a kill. Whatever people need to use to get that kill is fine by me.

I tend to keep the herzog on me at all times unless enemies are located behind cover/rooftops and need to be dealt with rockets. Because of its low ammo capacity I use it when i have just moved behind cover because I just made a close-quarters encounter with the enemy. If I have 4 herzog rounds with the additional magazine thing you can use it to support clearing out enemies in CQ situations. If you want to neutralize 3-4 targets you have to aim around their upper chest, most of the shells will then hit the head, neck and top chest, which are most vulnerable to enemy fire.
