when you do cap out they cannot spawn on flag or squad leader, and the only real danger is they get a flag and their whole team spawns in, then the cap out is blown
when the last flag is gone and the immediate area around the flag just captured is secure then the priority is to get someone on every flag. Even if a person cant stop the enemy they can q-spot them attacking a flag and be a human UAV in that sense. Usually the team immediately tries to kill all the enemy but this is reactionary and does not cover distant flags, covering the flags and getting commander to scan and spot is the correct procedure
so the procedure is
1. cap the last flag
2. secure immediate flag area, doesnt have to be the whole area around the flag
3. secure a person at each flag on the map by a) respawns b) buggy to move fast etc
4. ask commander to scan and spot, if no commander theen ask someone to go commander
in the example below
we had capped out their last flag 'toll', most of my squad was respawning , so i instructed them one at a time where to spawn and within 10 secs we had all the flags covered
That was incredible, we were on the building (4 of us) east of toll at which point I hear you say 'you know what lets jump on the flag'. To say this was a tad suicidal is an understatement seeing as the whole opposition was there and Toll isn't an easy flag to take without being seen. Somehow we managed to get on the flag, take out the people there by suprise and it was neutral pretty fast. This is the point where it all got crazy as suddenly the majority of our team was charging the flag, where an orbital strike was landing. It was a great take and we got the last few people pretty quick. Having people on each flag ensured that we didn't lose any flags suddenly which was useful.
This is in contrast to a game I had the other day. We capped out the other team again on Camp Gib, this time taking Harbour last. Our commander only then decided to spot two enemies heading towards EU. I got killed and told my squadmates not to revive me but then a teammate, not in my squad comes and revives me and EU is neutral before you know it, with one person nearby to them. They got the flag but luckily we won convincingly still. But it could have all been avoided if we'd put people on the remaining flags like the above...
Bravo Microsoft, you have now surpassed EA in poor decisions and once and for all seized the crown for the worst 'Reveal' ever. That EA were standing there on the stage with you when you did it was...

It is not often that I encounter across myself when researching a topic. I found the following in a recent article on the uses of ethnography in virtual environments:

Took a gamble and got a refurbished 30 GB OCZ Vertex 1 off of NewEgg for the low, low price of $30. Had some trouble getting the drive to be recognized by Windows or by my BIOS. Had to use a jumper...
