It seems whenever I SL there aren't any people using voip at all, even though I use the squad's chat like crazy (I don't have voip myself). I can pretty much count the number of times people have used voip in my squad with two hands unfortunately.

Playing BF2142 as:
-{SXGr}- J0KerRr
-{SXGr}- x^DeTeR
I'm always open for tips, tutorials and training in the gunship while online, just ask :)
Currently taking a break from MW2, but when I play its as:
eXileD// DeTeR
Even if you don't consider that I only have 7 days played in the gunship I'm one of the best pilots in the game
I will always accept a 1v1, friendly or not

Yeah, unless you actually speak they're pretty unlikely to respond. You could be using the chat the whole round and some people might not even NOTICE it, let alone respond to it.
You need to talk, and even better, you need to get the people in your squad to respond. If I have a quiet squad I tend to try and ask them questions that might get their attention. "Is there anyone on the North catwalk? Is the flag clear?" etc. Even something as simple as "Hit page-up if you can hear me" is enough. The more you encourage them to get involved the better your response will be.
Really though you need to do yourself a favor and get a microphone. You can buy them for like $5 these days. Hell, the one I got was FREE and came with my webcam.
