Your surroundings
Have you ever encountered a situation where you severly damage the opponent and in the end while chasing him\her down and you get gunned down by that person? Happens to me all the time, and I'm prettysure it happens to most. Well it's because that player uses his surroundings as an advantage, such as crates and the nature like trees and mounds of dirt.
Situation one: You are defending Central in Camp gib. There is one or two infantry heading to the front entrance coming in from toll. You know there is a garbage dumpster and they will use it for cover. What do you do? You of course engage, then if they overwhelm you, retreat back inside and take cover behind a crate. What's your normal instinct when you are the attacker? Nade the area where the defender went to and flank him/her. First mistake is to flank, as now the defender has found a nice spot to shoot from and to succesfully take out the attackers. Remember to use what you have conservativley and thoughtfully.
I hope you guys can apply these tactics to your normal routines on the battlefield

I usually just rocket the hell out of whatever they are hiding behind and then move to some other position before someone returns the favor.

Why not just rush the path the nade traveled? They'll have their back turned to you.
Or rather, since you're the defender, what are you doing outside of central? Wait for them to come to you. Take note of the situation more, where are your teammates? Are there any other enemies that are a greater threat?

Those are all factors of any situation, but like I said, that's just one situation. And I have not pointed out being outside of central. Only two or one infantry attacking. But there can be many factors in this.

LOL whenever i severly damage some one and he runs away i just move on to the next guy because if he is severly damaged he will go out seeking a medic wich will get him out of combat for about 20 - 30 seconds wich is more than the 15 he needs to respawn

lol i was in that situation always when my life is always at the critical stage.. i hide and its do or die.. i shoot loads out of him.. well if i die at least i manage to wounded him..

The solider who runs away lives to fight another day. There is nothing wrong with running, I do it all the time.

I misunderstood, I thought your attacking part also referred to the people behind the garbage dumpster, sorry if I was brash.
As for the killing of a severely wounded soldier, I wouldn't recommend chasing usually unless you have sufficient intel from the minimap - if there's no one nearby, I reload and slowly approach him instead of rushing him. If there's either a lot of people with him or the minimap doesn't show anything, I back off and let him go.
It also depends on who the enemy is - is he/she someone well known and skilled? Or some random person who you're not familiar with and probably less skilled (On TG most people know each other and their relative skill levels).

Hey! That rhymes!
It's best not to refer to it as running away, but rather as a tactical retreat. Running away implies a complete withdrawal from that specific battle, rather than just strategically repositioning yourself- basically putting yourself in a position where the odds are in your favor.
When you retreat, you give yourself time to heal and reload, and if the enemy follows, he potentially puts himself in a position where he doesnt know where you are and you know where he is.
