And if they're less than 20 meters away and closing, switch to bullets
I've found that sighting in a near object to your target, and physically walking up two or three meters produces excellent results. I usually don't scroll-wheel unless I have enough time to set up, which is never.

Of course it's a good idea. Cover provides just that.. If I'm behind a wall and you don't increase the distance and just lift it, I could still be protected by the wall. Just increase distance and blow me up before my rockets reach you first..
