I think you place it somewhere similar to the engineers vehicle detector. Instead of detecting vehicles it'll detect infantry. I'm not sure if it'll detect beacons.

pull it out, press fire. A wave of "energy" flashes out at a 90 degree arc in front of you (I.e. your field of view) everything the wave touches gets netbatted. You can see enemies behind cover, etc. Recharges itself, unlimited ammo. Range approx 30m.

I've found it to be particaularly useful on the Titan, or close quarters maps (such as Belgrade) since it can NetBat infantry (and vehicles I believe as well) for your squad, through walls, upto a certain distance away.
Another thing that you might need to know, is that it's like taking a picture of that particular instant that you use it, so the diamond reticle for an enemy is in a stationary position, even though the unit might actually be moving.Focused
