Not enemy, I think.
If you put the mines on the shield where the transport/gunship take off of, that may be considered griefing.He was told that he should not kill, and he did not kill, until he got into the Army. Then he was told to kill, and he killed.

A well used tactic for EMP mines I use is place as many as you can in an ally way or well traveled area. Leave them in a pattern and in a way that the driver will have to turn a corner, when he/she does, run behinde and plant more mines, now the vehical is stuck and open to Rocket launchers and Pylums.
Also using them in conjunction with a railgun is always fun.

My $.02 on mine placement:
EMP mines are great for stopping buggy rushes or setting up ambushes for large armor. That being said, you must have a single avenue, maybe two, available to the enemy armor in order for them to work as they should. They're very easy to see and avoid.
Also, remember that vehicles hit by EMP mines do not stop instantly. Whatever inertia they may have going into the mines is carried over until they stop. This is especially true with fast-moving buggies. So if you're using EMP mines and motion mines in combination, you'll have to set your motion mines further along the path of travel for them to be truly effective.
If you opt to bring only motion mines with you so you can carry bait or one of the other engi kit items, set them where they won't be seen easily. There's a nice trick I use on Tunis to get buggies turning corners--lay out your mines in a diagonal line starting at the fence corner near Eastern Docks and moving toward the flag. You'll get enough spread on them that it's very difficult to boost through all of them, and the driver won't see them until s/he's rounded the corner.

I may be misinterpreting your post a little bit, but I believe it's better to have your motion mines first and place your EMP mines further along. That way the motion mines pick up speed and when the vehicle is slowed down by the EMPs, they rush in and finish it off. It's much easier to jump out of your FAV safely when the mines are second.

The only problem with that is that if the driver boosts at just the right time and your motion mines are far enough behind your EMP mines, I don't think they'll trigger properly, even if the buggy is caught by the EMP mines. Plus, the damage needed to take out a buggy isn't all that great, so the speed of the mine at the moment of impact isn't really a factor.

I agree with Arithea,
You some times can even take out the driver and save the buggy! If you keep that bugggy alive it's one less buggy for their team.

Oh, you don't put the mines very far behind, maybe two jeep-lengths? They definitely trigger, I use it all the time.
As for the speed, it's not about the damage but rather that if they aren't moving very quickly when the jeep is slowed down it gives the driver more time to jump out. Give it a try. :-)
I'd like to add that I used to do it your way as well, but I read the suggestion to try it the reverse way on these very forums and have been using it ever since.

I might toy around with that, HighNoon. I'm currently in the middle of doing an anti-armor course for TGU, so that's definitely something I'll have to check on.

I nearly always put the motion mines ahead of the EMPs at Toll Station on Camp G. Works very well usually. If the motion mines don't catch the buggy, I'm there with the pilium or SMG to kill the driver and steal the buggy for the round.
