I wouldn't camp an uncap but if I end up inside one and some1 spawns in front of me, I usually shoot without a second thought, because trying to stay away and use stealth and all that stuff has led to my death quite often because the person who spawned turned around for a vehicle or something like that.

If the base becomes locked while you are in it, you have to treat it as an UCB. That means if someone spawns right beside you, you cannot attack him until you are fired upon by him.
You can kill engineers as they repair assets though, even if they have not engaged you.
I see it as a simple matter, if the lock is locked - get out of the UCB pronto, engage only if engaged. If the lock is open, get in there and cap that flag ASAP. Once you have it, it's yours until they take it from you or the round ends.
