Well, I hit up a few more sites and found that a lot of people were having the same trouble on monitors with a refresh rate below 60hz...
My monitor is 59 hz... Problem adressed, now all I have to do is solve it... Thanks for the assistance guys, I hope to be in game with you soon.

UPDATE: For those who have problems with this in the future.
59 htz monitors WILL, in fact, run BF2142. However, they will not allow for STARTUP of BF2142.. EA, in all their infinite wisdom, has failed to address this problem for whatever reason. In my case, I just plug in an external monitor for startup then play it regularly on my laptop.

I have two monitors, 1 is 60hz and the other 75hz. I am in the same exact boat that you were in DivineCr. Well actually I am still in a boat that is sinking, you managed a work around.
This was a completely fresh install on a new rig with updated drivers and the like. I downloaded the application from EA Downloader.
Running:
Windows Ultimate 64
Radeon 4850
MSI K9A2 Platinum
Phenom 9850
2 x 2gig G.skill 1066
Please help.
I should note... I had this game set up on my old rig, though any remnants of it are gone thanks to dban and the new OS.
