Lowering any of the settings will increase performance to varying degrees. The ones traditionally make the biggest impact though are anti-aliasing and resolution. For a low end machine I would run AA off completely and just deal with the jaggies, on a faster machine I just run 2x to keep my framerate as high as possible.
The only settings I would be sure to max out are geometry and view distance. Most everything else can be run on medium or low.

I always thought the lag was intentional, as sort of a "fog of war" type of confusion as a consequence for being under the orbital.

Regardless of your effects settings, you are going to get some kind of slow down. My rig is capable of running the game on full max at about 80-100FPS, but I run my on all low (except for AA and effects) and I still get a hit in FPS with an orbital (not for long, usually a couple seconds). It's just too many partical effects in one area.

Then your machine isn't capable of running at 80 - 100 FPS. Minimum FPS is what is important, i.e. how choppy it gets in a worse case scenario. I get almost zero slowdown under orbitals but on the flip side I also don't get to see a lot of the nice eye candy either.

Reducing effects = smaller muzzle flashes, less debris flying around when a walker or grenade hit snow or dust, might not be able to see distant explosions...

I have enough raw computing power to run it on full settings and not get any slow down, but before I upgraded my computer it was a massive pain. Any time a missile hit my active defense, or an EMP or Orbital went off my FPS went down the drain. Turning down effects -should- help you, but it doesn't. There's no real setting that directly affects the particles from orbital.
Tearing structurally-superfluous new behinds with high caliber weapons since 2006.
Turning off "Camera Shake" in the game options really helps lag for me during an OS. I can run full detail with 4x AA at about 65-75 FPS with two 7900 GS in SLI running at 1600x1200. Leaving Camera Shake on makes these settings unplayable. Something you might want to consider Eroak.

Ohh, some good advice. running 1400x1050 resolution is a must for all my games (because that's the resolution my laptop screen is designed to run on, so there is no mixing of pixels). Everything else i keep on low except viewing range. I'll try the geometry too, maybe it will help a bit with the view.
The higher your geometry setting is, the further away you can see enemy vehicles.
Driving a buggy down the main road of Belgrade sucks with low geometry, lightposts pop out of thing air. But you can also see enemies behind the little railing-walls on the catwalks of Gibraltar if you stand far enough back (on the Toll station roof tops).

I've also found wreckage and dust clears quicker on low settings. Feels a little bit cheaty using them. :\
