Time heals all wounds?

As Game Officer, I'm the king of appeals for TGNS. While technically Apophis lords over me, rarely is a situation escalated to his level. We run a good, tight ship, and showing that we stepped on our own toes is often an impossible task, because we don't.
But not all appeals are about a mishandling. Being the longest consectutively running title here at TG, our ban list is rather expansive, if only due to the span of time it covers. A popular reason for ending up on the list is immaturity.
Now, what if you ended up on the list a long time ago for that reason? It stands to reason that over time, you may have matured, yes? But at the same time, first impressions are hard to overcome, and increased age != added maturity.
Chew it over. Is there time for another chance?
