If the game is still crashing after installing/re-installing that, please send an email to support@atomic.com with your directX diagnostic and brief description of what is happening.
For DirectX diagnostic, go to the Start Menu > Type in DXDIAG > Save All Information. Attach that to an e-mail.

Below is another possible fix for the crash bug, although it may not work for everyone:
Copied this from another thread that I posted it in, guys i was having the same problem as you, to fix it I had to find the breach.exe steamapps/common/breach/breach.exe right click on it, then go to compatibility and set it run in windows xp (service pack 3) compatibility and it worked!

and btw I am on Windows 7 64 Bit as well, so that may be the incompatibility problem

Here's another potential workaround for the crash on startup bug.
"I found that by uninstalling the newer physx software that came witht he latest Nvidia drivers, and installing the one at the top of this post, that the game worked flawlessly."
Thank you for this comment, because I think this is key for some of the cases of the crash at startup.
Some Nvidia card drivers have newer versions of PhysX which apparently do not work with Breach. We are working right now to figure out if this is really true and will introduce a fix in the next patch.
So, try to uninstall PhysX and re-install this version of physX:

Took a gamble and got a refurbished 30 GB OCZ Vertex 1 off of NewEgg for the low, low price of $30. Had some trouble getting the drive to be recognized by Windows or by my BIOS. Had to use a jumper...
