I wouldn't say this is a solution just a work around. For some reason there is not option to adjust voip levels in game, and those who have played know the voip by default is very quite. After playing around with it I figured out a workaround, although its not ideal, I'll get to that later.
First go to steam, and click on view/setttings/voice. You need to max out "microphone volume" and "receive volume" Don't worry about the push to talk options the game actually handles this, so just leave them as default.
Now you'll need to go in game and adjust your sound volumes lower till you can here the in-game voip. You will probable have to adjust your speaker volumes up till you can here both game and voip at a reasonable level. Now obviously this is not ideal because you've adjust your speaker volume up, things like teamspeak and other programs are going to be very loud.

wait, what? so the native, in-game fireteam-voip doesn't work?
I just did some tests with harley and baguiar and found that steam backgrund settings for receive volume makes no difference, that was worth investigating but turned out to be a red herring
read down several posts and it talks about commands to change voip volume from -6 to 0
i am not sure if this is client or server side
its midnight here and I am tired, so have not read it carefully

ok i concentrated and it suggests 2 more commands for voip into server config
s_volume_voipin_db = 0
s_volume_voipout_db = 0
the thread suggests these are at -6 by default and need to be set to 0 by adding the commands above
Tested as client commands
in steam / right click on brink / properties / launch options / add +com_allowconsole 1 / ok
in game open console with ctrl + shift + tile
enter two commands
s_volume_voipin_db = 0
s_volume_voipout_db = 0
we found that voip volume went from 60%-70% of teamspeak volume to equal volume as teamspeak
if a person enters the client commands then other people hear the voip louder, even if they have not entered any commands
entering the commands in console like this does not last, maybe to map change or leaving the game server, or leaving the game app
apparently can put in Autoexec.cfg so you dont have to re-enter the commands all the time

*Note If you don't already have one, create a notepad file named Autoexec.cfg there, open with notepad and paste...
The big question is if these two commands can be server side and up everybodies voip volume
if so then with global voip on and this, it would be a general fix to voip, otherwise we would have to wait for a patch
