Shouldn't it be $22.5 for each copy?

OK, I'm in for two, but only on a particular condition: They're going to be Xmas gifts for me and my boy, and my wife says that we have to be able to not add it to my son's Steam account until Xmas eve/day. Can anyone that has done a Steam group buy clue me in on whether or not this is possible? Once someone buys the 4 pack, does the purchaser simply "gift" the other three licenses whenever she wants? If so, then I'll be purchasing a four pack and need two to join me.
