i had the problem. i changed the language of the install to french, then tried to start it. then changed it back to english. then tried to start it, i got the missing cfg error, then validated the cache, which then allowed me to try to update it. It was at 80%. it is now updating....
no clue if the install will work at this point. boy there are some angry steam people on their forums. the language change thing worked for me...

Ok..those tips got me on..
I finally got it working. I'd been having both the initial 'unavailable' error and the missing filecheck.cfg error. What I did was copy the call of duty 4 folder over to a different drive, told Steam to 'delete local content' and restarted Steam. At that point it told me it was ~70% complete (deleting didn't delete the entire folder). Instead of downloading the entire thing again (hence why I made the backup) I shut Steam down again and copied the previously made backup back over the original folder. Then I restarted Steam and told it to re-validate the game files. At that point Steam told me the game was 85% downloaded, but instead of trying to downloading the remaining 15% it simply stuck there. I shut Steam down once again, and then ran it again. At that point the Steam didn't label it as incomplete, and ran the game flawlessly. I had also made sure to uncheck the folder as 'read-only' to make sure that Steam could make any changes necessary. Try it and see if it works. Edit: My entire COD4 folder weighs in at 6.25gb and ~310 files. Excluding the DirectX and PB folders (i.e. the game content-centric folders) leaves 221 files at 6.19gb.

Wow got stuck with the unavailable and key server issues am and now re-downloading the last 30%. Pretty poor showing on Valves part (again). I really like their model, but they continue to fail in the execution. What is the point of "pre-loading" especially 5 days after the box release if the game isn't ready to play?
I really want Valve to succeed because I think it will displace a great deal of piracy and thus provide financial support for third-party developers, but right now they make downloading games off bit-torrent look rather easy and sophisticated.

The game fully loaded but I'm getting a "Steam - error: The game is currently unavailabe - Please try another time." when I try too launch. I have the status as 100% ready.
Any thoughts?

Verify integrity and then double-click it in your games list. Did that this afternoon and it started downloading new content (I was at 72% when it started) and then I was finally able to start it successfully.
