Copy on the 16teen limit makes sense as the maps were only designed for 16 anyway.

Having fewer but deadicated players on is the way.

Ref the passworded slots all I do to activate this is drop console and type "Password[SPACE]"the password" but lose the [SPACE] & quotes.
A one line entry.

Be sure to add the "/" forward slash, without the quotes.
