Seeing as how it is going to be setup like BC2, and MoH, I would say that only very basic gameplay stuff would be available for config settings. Round type, difficulty settings, etc. I am suprised at this though, seeing as how they have also announced that MOD tools are being released. Not having access to the server to change things could hinder that aspect.

Jack, nothing I've seen yet.
For CoD4 and 5, we still are able to run mods and custom maps even though the servers are hosted at GS because they give you ftp access to the files. Hopefully (Iknow, I know) they won't mess with that too much.

Activision have just announced that they will be having dedicated servers for their upcoming Treyarch developed Cold War based First Person Shooter, Call of Duty: Black Ops, but guess what- you will have to pay for them, and they will only be there for the PC version of the game. Ding dong.
The developers have collaborated with GameServers.com to provide PC gamers of Black Ops with dedicated servers.
“We are extremely excited about this unprecedented relationship with Activision to offer dedicated servers exclusively for Black Ops,” David Aninowsky, CEO of GameServers said. “We are placing a great amount of pressure on ourselves to ensure that we exceed any and all expectations.”
GameServers is taking pre-orders, and the 18-player ranked servers are priced at £9.99 a month and the unranked servers are available for £0.66, per player. Their site, right here, promises the players will be given “instant server action,” and that too “on release day.” Not only that. Here is what the site says:
-No Setup Fees, Cancel anytime, 5-day Refund Guarantee
-Billing period does not start until servers are activated
-24 Player Max (Unranked), 18 Player Max (Ranked)
-Reserve your location by preordering your COD Black Ops server now
In an interview with IGN, Treyarch’s Josh Olin said, “If you rent a server, you will still have the ability to Kick, Ban, and Configure it the way you see fit.
“Of course Ranked servers will have some set configurations that can’t be messed with; but you will still have the power to administrate your servers as a customer of GameServers.”

I think what he is getting at is the promises and the backstabs. "You will have dedi servers, but only if you get them through a company we have cut a deal with." "Its your server, only if you promise to not change anything". "We are giving you mod tools, but we dont know when, and because you cant change anything on the servers you might not be able to apply whatever mods you may have."
We need a new Half-Life game

Activision has decided to have GameServers.com be the one and only GSP that can provide these semi dedicated servers, to the public.

You are trying to win back the people you pissed off with MW2 and you use DRM promise unknown mod tools to be delivered "sometime" for a server host that doesn't allow mods to be installed unless they approve them.Modding tools and the leaning feature will return, though it is likely that the modding tools will come out a bit after the game has been released.
The PC version will be using Steam as DRM and will be using VAC as an anti-cheating tool.
